

Harness Racing Australia Inc (HRA) is an equestrian and sports club based in Flemington, Australia. Established on 23rd December 1974 as the Australian Harness Racing Council Inc (AHRC), the organisation changed its name to Harness Racing Australia in 2008. HRA is registered as an Incorporated Association in the Australian Capital Territory (Canberra) under the Associations Incorporation Act 1991 and earlier Ordinances.
Membership in HRA is limited to the State Controlling Body in each of the six states of Australia, as well as the six Principal Clubs. The organisation's primary goals are to ensure the humane treatment and welfare of horses in the harness racing industry, as well as to promote and regulate the sport. HRA works closely with the State Controlling Bodies to achieve uniformity of rules and reciprocity of licences, registration of horses, and suspensions and disqualifications.
One of HRA's main focuses is equine welfare. They are committed to continuous improvement in the harness racing industry in Australia, striving to prevent any cruel, abusive, or inhumane treatment of horses by owners, trainers, or drivers. HRA has implemented comprehensive policies and rules to regulate the sport and ensure the wellbeing of the horses involved.
HRA also facilitates the identification of Standardbred horses, a relatively new breed developed in the United States in the late 1700s. Registered Standardbreds are identified through a unique 'alpha angled' freeze brand on their neck.
In addition to promoting equine welfare, HRA is dedicated to maintaining integrity and drug control within the industry. They have developed an Injury & Incident Database to track and address race injuries and incidents. Ensuring the fair treatment of all participants is a priority for HRA.
Life After Racing is another important aspect of HRA's work. They are committed to providing post-racing opportunities for Standardbred horses, recognising the potential for a fulfilling life away from the racetrack.
HRA also maintains a Gear and Equipment List, which is designed to be used in conjunction with the Australian Harness Racing Rules. This list ensures that all gear and equipment used in races comply with regulations and promote the health and safety of both horses and riders.
